It appears the request for application was denied because the case did not provide a “cognizable claim.’ This means, in legal terms it is not within the jurisdiction of the court or does not raise an element the court can review.

We are not sure the Judge really did a review on the application, thus we still have submitted the following, Notice of Appeal:
Now, the Court of Record is LEGALLY REQUIRED to produce a certification of the proceedings. We will finally have AFFIRMATION to the truth or deception of orders claimed to be issued by the Judge within the cause.
